China Horse Industry Association (CHIA), a first class association of the People's Republic of China, is subordinate and registered to the Ministry of Agriculture and the Ministry of Civil Affairs.
The history of CHIA can be traced back to 1976. After permitted by the State Council in October 2002, CHIA was set up on the two foundations of "National Horse Breeding Committee" and
“China Thoroughbred Horse Registration and Management Association”. CHIA invited Buhe,
vice chairmen of the Ninth National People's Congress (NPC) and Ismail Amat, vice chairmen
of the Tenth NPC as its honorary chairman, and elected Professor Wu Changxin, an Academician
of Chinese Academy of Sciences, as president of the association.
In July 2009,With the management and guidance of CHIA, Xin Jiang Horse Industry Association
(XJHIA) was established in Urumqi, and in August 2009, Inner Mongolia Autonomous Region Horse
Industry Association(IMARHRA) was founded in Hohhot. CHIA works at establishing and
supporting the Provincial horse industry association ,in terms of strengthen the china horse
industry.
CHIA’s business scope includes: to make well balanced and classified guidance and
coordination for the sound development of China's horse industry; to provide consulting
information, organize domestic and international economic and technological cooperation,
exchange and academic research seminars, promote the development and popularization of
new products and new technology, improve the horse industry’s benefits; to formulate
registration rules for thoroughbred horses (donkeys) management; to undertake the
registration and management of thoroughbred horses in China in accordance with registration
rules of the International Stud Book Committee (ISBC); to draft equine breeds quality
standards, and undertake breeds (lines) assessment and acceptance check tasks; to carry
out equine species research and training on the preservation, breeding, propagation,
veterinary care, quarantine, health care, nutrition, feeding standards, racecourse
techniques, etc. to organize and coordinate the horse exhibitions, auctions ,ratings,
import and export trade, the management and registration of horse racing, equestrian
sports competitions, etc. to edit, publish and distribute registration booklets, journals
and books, etc. of Chinese thoroughbred.
CHIA’s branches include: Thoroughbred Horse Registration and Management Committee,
Equine Species Nutrition Committee, Equine Species Breeding Committee, Equine Species
Veterinary Health Committee, and Racecourse Technique Commission,ect.. Follows are
under establishment: Polo Branch and Saddlery Industry Branch. Meanwhile, CHIA has
set up liaison or representative offices in 34 provincial-level administrative division
units all over the country.
CHIA has also developed and maintained good relationships with the horse
organizations from dozens of countries on behalf of China horse industry, including USA, Russia,
Japan, Germany, France, Australia, Spain and the United Arab Emirates.
The working mentality of CHIA includes: scientifically constructing and managing the association,
strengthening the association with the policy of opening up creating and maintaining a healthy,
equal and harmonious environment for the Chinese horse industry in a pragmatic and creative
way; laying a solid economic foundation, training talent, attaching importance to science and
technology, culture and arts, enhancing publicity, popularization and promotion, integrating
industry resources, and promoting international communication; consolidating the modern horse
breeding industry, improving the thoroughbred horses registration system, assisting to conduct
the equine species resource conservation and disease prevention and control system, and
organizing horse racing activities effort to explore the road of horse racing in line with national
conditions; establishing professional branches, extending the industrial chain, and promoting
diversification for prosperous horse industry markets; promoting work in an open, fair and just
way, and providing good services for the members of CHIA with concerted efforts and solidarity,
promoting China's horse industry and contributing to the construction of a well-off society.
